INT. FBI MEETING ROOM - DAY

About a dozen men and women in dark suits sit around a table. At the end of a table a man is standing, giving a presentation.

AGENT SMITH

Here's what we know now: most vehicles involved in food distribution in California have stopped for some unknown reason. There seem to be no casualties, but until the vehicles start working again, food stores won't get new supplies from central warehouses. Eventually they will run out of food, and then there'll be problems, but that will take several days, so there's no panic yet.

AGENT JONES

Some vehicles still work.

AGENT SMITH

Yes. Agent Harrison from the technical team has been looking at that. Harrison?

AGENT HARRISON

All of the disabled vehicles are equipped with a monitoring and remote-controlling system from ObCo. We don't know of more than about a dozen vehicles with the system that are not disabled.

AGENT SMITH

Your conclusion?

AGENT HARRISON

Sir. It appears the ObCo system has been used to disable the vehicles. That's what it has been designed for.

AGENT JONES

Why would anyone build a system to stop vehicles?

AGENT HARRISON

Its purpose is to prevent unauthorized use, and to monitor the efficiency of the drivers – to make sure they don't damage the vehicles by driving recklessly.

AGENT SMITH

So, Harrison, what's going on? Could this be an error in the system? A simple malfunction that's preventing ALL of California from getting food and supplies? Or is it terrorists? Criminals?

AGENT HARRISON

It could be either. It would be a case of gross misconduct on ObCo's behalf if it's a technical error. Not impossible, but they have an impeccable reputation for correctness and security. I would not rule out a terrorist attack. Or a criminal one. Have there been any signs of blackmailing?

AGENT SMITH

No signs of blackmailing. We'll have to treat this as a possible terrorist attack. Jones, prepare a team to go to ObCo, lock them down, and start questioning people. Harrison, you'll head the computer forensics team; you'll go through their computers as soon as the place is secured. Everyone clear? Meet in the garage in 45 minutes.

AGENT JONES

Sir, I expect ObCo will co-operate. Their chief of security, Alan Whateverhisnamewas, used to be in army intelligence and is still active in the security community. I know him personally, I can't think he's part of an attack.

AGENT SMITH

That's good. Still, everyone will be armed, and we'll be careful. We'll lock them down hard, but politely.
